Successful Steps for Scaffolding

I would really like to create Public Service Announcements with my 4th and 5th grade students during the up-coming school year.  Other than showing students some sample public service announcements from the 90s, how else did you scaffold the project for student success?  Did students storyboard a script before filming?  Did you do any specific teaching around filming techniques?  Thanks for your feedback?  Emily
